Putting aside all the  valid comments above , you have missed one point. That is since the 17th edition has been out one of the tick boxes on the report is check ALL terminations are tight in the board. This obviously was not done.

I used to see a few of those Wylex rcd boards on council properties around East London. Councils seemed to retrofit new rcd main switch boards to everything in the 80's

Even if this did work, i donr know any undersink type 3kw water heater that  passes water though, they are stored water. The only thing similar to what you want is a standard hot water cylinder fitted with a 3kw immersion but even the smallest wont fit under a  sink and i doubt the heater could...
