Is Local circuit protection needed ?

I couldn't think of a good title for this question.  I looked at a job  in warehouse to fit  6x 3ph heaters. 2kw per phase per heater, manufacturer quotes 9 Amp per phase. Not enough spare ways in the board. I could run  3 heaters ( x 2 sets) off a 32A, B type  3ph breaker & use 6mm cable with a local isolator next to each heater. My thinking is they are fixed loads so thats ok & great due to the heater positions, cable runs etc, but  somethings telling me its not really correct.

I could fit a 63A breaker feeding a second DB with 6 radial circuits but trying to keep the cost down ?
