Hi and thanks for the replies.  The conclusion at the moment is that we've no idea what's going on with it!  When he removed the thermal cut out the oven would switch on (without blowing the RCD) but obviously not heat up.  When he connected the two wires to bypass the cut out the RCD flipped...
