    If that is the correct lid then an RCD has been removed. Edit, just checked the Part No and it should be dual RCD so that has been doctored.

    You just need an RCBO (combined RCD and MCB) unless the spare ways are already RCD protected in which case just an MCB.

    It is possible the recommendation to replace the tails is due to the insulation exposed at the meter and they are maybe too short to rectify, from the picture that may well be the case. Nothing to do with their size.

    1.1 on the Inspection Schedule specifically refers to suppliers equipment including meter tails and there is absolutely no reason why you cannot Code a non compliance.

    Problem with the ring final circuit is how many conductors are open one, two or three. Did the old report suggest it was a ring final.

    Things I see; Conductor insulation exposed at the service meter (Code 2). IP rating not maintained top entries to the consumer unit . Warning notice missing at the main earth terminal. Impossible to be accurate on cable sizes but I see no Code 2.

    If it is a ferrous enclosure they should go through the same hole but the chances of it ever being dangerous are less than zero. Commit to nothing until you see the report.

    What I know about electric gates you could write on the back of a stamp but just from a visual perspective all of those unfixed components are surely not original. It looks a complete lash-up.
