That is a bizarre set-up. Is point 1 where the FCU is going to be connected from as your diagram shows it is not part of the ring final.

Block connectors whether LV or ELV must be enclosed so the boxes in your link are fine. You probably need PPE to touch anything on top...

Accessories are generally all insulated as opposed to Class II. I doubt you could even find a Class II switch.

As it stands Code 2 with the metal plates. I would not touch it by changing the switches, don't become part of the chain.
