Is the EICR valid? eg: Would a local authority requesting the EICR for the property accept it?

Seeking clarification on how that works,  The new qualified electrician completes the remedial works and sends off the details to the EICR inspector so the report can be changed to SATISFACTORY? Is that how it works?

To be honest, it does not say "Satisfactory" on Tester 3 (May 2021) or Tester 2 (Feb 2021) EICR cert. Tester 1 "Satisfactory" EICR cert was completed in 2013 so it is out of date for a rental property.
