is it ok to have a 2 gang light switch, switching lights that are on separate circuits?

yup, as long as they are not linked at all other than earthing.

 
You mean like having one at the bottom of the stairs controlling the hall and landing lights (seperate circuits)??

So long as they are fed from the same CU then I see no problem with it, some might say that it should have a label saying 2 points of isolation req'd, although to me you can isolate both via the main switch.

If they are on different phases then it will need a 400V sticker

yes just like that, but in this case its kitchen lights on a new circuit, sharing a 2 gang with the outside lights.
