Most 3Ph heaters I’ve come across the elements have been star connected. It’s not a big problem to convert it to Ph+N. At 9kW there’s no different to many showers. I’d hazard a guess that it uses three kettle elements.

No need for a new meter.

No need for a fuse switch or board.

If the OP gave more details of the thing it would help. Might be possible to reconfigure it as you say..
