Anybody out there can tell me what material breakers and rcbo's are made of to make them fire resistant.

The only way to answer that question is ask the manufactures and I wish you the very best of luck in your quest.

Early ones were phenolic plastic. Like bakelite but not bakelite as it has a fibre filler.
