the vehicles were mechanically connected making it one. i.e the car is a trailer being towed by the van. the barrier raised whilst the vehicle was still passing.

what would you say if it was a van & trailer and the trailer got lifted?

It's not exactly the same as a vehicle and trailer though, there's quite a long drawbar on the AA van which is why the bollards came up as it didn't see them. Unfortunate incident yes, not so sure I'd say it was set up wrong though, I've fitted loops before that would probably see that as 2 vehicles, and TBH I think most would.
