the scrapyards will be selling it on anyway, so the more copper they buy, the more they can sell, and the more they make. so not really any incentive to stop people?

 
obviously we dont want to see people killed or injured. But if people are stupid enough to try and steal HV cables whilst they are still live then I'm afraid they deserve it. There are plenty of signs in and around substations warning people of the dangers.

i always thought that electricity=dangerous. no need to be a spark to know that
