does each lamp require a ballast? Have been asked to out up some big fancy fittings and noticed not every lamp has a ballast at the back of it.

probably doesn't need a ballast for every lamp then - depends on the design

connect line/ neutral/ earth to chocky block, screw to ceiling and switch on :slap

You forgot to turn off at the "mains" not sure if that means calling up the DNO and asking them to drop a phase.?
