Boats are exempt from building regs, so as far as I know you can do pretty much whatever you like!

At least driving an earth rod in should be easy enough...

It won't need building regs, but should still comply with wiring regs.

Treat it like a caravan installation, i.e use flex because of possible vibration rather than single core etc. If it's a steel boat, bond hull to CPC.

Will it have mains hookup, or a generator off the engine? or is it a static houseboat?

 
Here is a good site, well recommended by marine electricians - it's notes to a very comprehensive course. Try 'Rules for wiring' half way down the left hand side for a start.

Good luck - Never stint on material quality, always go for the best, the marine environment plays merry hell with electrics. Only use tinned flex cable etc.

think it will be more houseboat than yacht - I haven't actually seen it yet, but want to go in a bit prepared in case owner asks awkward questions :D

can you use IT on a houseboat?

deffo some very stringent regs to go by if you intend running 230v on it, especially if you are hooking up to land borne mains.

artic flex as a minimum I would think, Ive done a few onshore fishing boats this way with no probs.
