I think it is to do with fixed supply as a shower and cooker circuits for 5 sec as they are usually above 32A and 0.4 sec for the rest which is usually portable.

Sorry for the rushed what i meant to say that above 32A tend to be fixed load iie shower or cooker circuits and disconnection time is 5 sec and below 32A tend to be socket circuit and these serve portable appliances ,kettles ,toasters,etc.
