DNO too busy to answer the phone

I called the local DNO to get permission to remove the main fuse and remove a neutral cable (see pic below) and aparently they are too busy to answer the phone .

This is a pic where it looks like someone (some time ago) has changed the meter from one way to 2 way and the originally installed neutral still goes direct to the cu.

Eventually got hold of someone who had a clue and she said no problems, do it and made a note for the next meter reader to reseal them.

Try phoning them in the Midlands , you get a 16 year old with all the vast experience that comes with them. Ask to speak to an engineer , not allowed to.
