I'd say that the regs would apply as the moon isn't listed in the excluded areas (mines, aeroplanes, boats, etc)

However, why would you take an earth rod to the moon; they're designed for the earth, not the moon!

Surely the answer is which part of the moon?

If it's part that's been colonised by the UK and we have staked our claim to that bit, then the UK regs would apply.

But if you were on a yankie "moon base" then the USA regs would apply.
