Dont leave tools unattended

Apparently the tools have been returned, http://www.bbc.co.uk/news/uk-wales-south-east-wales-39403454  does that mean there was a good Samaritan, or were they really naff quality tools, or has the person who had them now finished fitting that extra socket behind the TV?
