Earth?

Hi. 
I have just had my flat re wired and I do not know much about electrics but looking in the cupboard it spears that the earth cable from the new circuit box is connected directly to the negative feed rather than going out of the building as a separate earth cable. Is this correct? I would have expected the earth cable to go separately directly out of the flat to the earth?

Also my he said the metal bath did not need to be earthed as it was serviced by plastic pipes. Is this correct?

The days of separate earths being provided by electricity suppliers for domestic supplies are a long long way behind us now. The supply companies save themselves a lot of money by just using two wires, a Live and a combined neutral and earth (CNE) which performs the functions of both conductors. 

 
just to add...they Yanks have been doing this for years, possibly since the invention of electrickery, the earths and neutrals are joined in the fuse box.

I thought the war mongering, oil stealing, country invading, blue on blue, yippee kai ayers, only strapped N to E on the FIRST board then left it separate after that

yank leccy is weird
