Installing Repacement Kitchen Spot Lights

I have just replaced two kitchen spot lights driven from a single switch.  They work fine and when I test them with a mains testing screwdriver, the metal frames are not live.  ( I checked the mains testing screwdriver works fine)  so all should be well. BUT I have a mains testing pen and I don't quite know what it is telling me.  When the correct fuse is out (their are two lighting circuits) the pen glows from a small area around the ceiling mount.  When the light is lit the whole frame produces a pen glow.

are they safe?  Thank you

 
Those neon screwdrivers and non contact voltage indicators are noted for being unreliable and even possibly dangerous.

There is half a chance that there is a disconnected earth in the circuit...

BTW the earth wires are the most important ones in the installation

 
then you must NOT install a light that requires and earth. either get the circuit re-wired or change the lights for something that doesnt need an earth

 
none of the lighting circuits in the house have an earth wire.  Looks like I will need to change the fitting.
