I have been testing insulation resistance on floodlighting following loss of neutral on three phase supply, all lights are working ok but insulation resistance between phase conductors and CPC is only 0.03Mohms on two of the fittings,is this ok or should the fittings be renewed

 
Welcome to the forum, I have deleted your duplicate thread from the jobs offered section. I am unclear which regulation you think this complies with? The minimum acceptable values of insulation resistance are clearly written in the regulations.

You need to test again with the lamps out.

Very likely water in one of the fittings. Work out which fitting gives the bad reading, then disconnect the cable from the fitting and see if it's a cable fault, or a fault with the fitting.

then repair / replace the cable or the fitting.

 
Is the neutral still disconnected? Testing line to earth with the loads ( lamps ) still connected, will give you a low reading if the neutral is not isolated.
