Nail hit firmly on the head.  THAT is the issue.

A bit like if I park my caravan illegally and then leave a mess when I move on, I will get prosecuted.  If a group of "travellers" does that, very little happens apart from giving them weeks to stay there while the legal process grinds away slowly.
