There is earth bonding on the main earth terminal 6mm I think and new tails on the meter put on by the electric company a few years ago after a meter change. </p><p></p><p>I don't know what a cut out looks like but there seems to be a cluster of black plastic boxes with wire and lead seals on my meter board. Going off what blue duck said above one of them will contain the fuse for my neighbours wiring.
