As regards electric fence voltages.. I had one one for my other halves horses. I bought a very good one as you need LOTS of power as any bits of grass that touch it will short it out and it stops working. Anyway, to test it was working i have a bit of "lead out cable" [it is like thin car HT lead] I would stick one end in the ground and bring the other end close to the fence. You would have an arc of anything up to about 1/4" long, so a good 10kv...
