I have some MK locks and some CEF own brand locks.. which I use with some "wilkinson padlocks"! seem to be able to do most MCB types with them.. i will stick a photo on later to show what they are like..

X( X(

Only problem with this is that it is a standard key normally supplied so anyone can have one if an electrician. MEM boards can be replaced with a padlock type which means you can use your own padlocks thus making access difficult without key.
