Part P and 2391 separation

Firstly I would like to state that I have been out of domestic work for a while and am just working m way back in. I have done a full apprenticeship and got my part 1 and 2 plus 2391 and am getting my 17th edition next week. What I am interested in is what is the line between part p and having a 2391. what certificate can I issue without having my part p? when does part p become essential?

finally is the part p certificate any different from an eic?

sorry I just want to be exactly sure on what I can do.

 
Part P is a building reg and requires that certain domestic electrical works are notified through you LABC,
