Hi there, I'm a novice in electrics, but I am a quick learner.

What I need to build, is a circuit that outputs a direct current that I can modulate to a precise numerical output exact to no less that 5 (five) decimal places in Hertz.

So we are talking an output of for example 0.0005 HZ.

A) Is this even possible theoretically? (I am assuming by my understanding of radiowaves (if it's anything similar) I would need some crazy resources)

B) Is this possible practically?

C)If so, please explain how (i.e. to peel a banana, you need two hands, fingers and a banana; you would hold the banana in one hand and peel it with the other by dividing the banana skin piece by piece at ether end.)

You should do some research on variable frequency drives. Although I'm not sure if you can get that high of resolution.

 
Assuming square wave output ? - then its just a question of getting very accurate timers. Again assume you need to alter the frequency, then what you need to think of first is the total range of frequencies that need to be set. e.g. if you want to set a frequency from 0 hz to 100hz to five decimal places, then that's a million possible settings ( I think) - this will provide some challenges with respect to what equipment you use but its all possible. Also you need some idea of the accuracy you want to achieve as again, this will help with choosing the appropriate timers
