Strange ottermill fuse carrier

Hoping one of the older guys can shed some light on this

Ottermill 100A BS3036 carrier, seems to be fitted with two pieces of 100A fusewire, but the weird thing is, the carrier looks like it was designed with two sets of holes for the fuse wire (why?, you don't need a choice of which side to put it) and where it has been connected at the ends, doesn't look right, the thickness of the wire is forcing the contact pins away from the other brass bit, so there is effectivly contact where the fusewire is, and at the 'end' and an airgap the rest of it, I just cant see how its meant to be threaded?
