suppliers earth acceptable?

I can see how this is a looped supply to next door but I don't understand how next door get their earth from this point.

Is the earth cable that connects between the supply cables how next door gets theirs?

 
really? ill get on to them again then, think id rather them come out and sort instead of me messing with it - ill use the leaking pitch line as suggested thanks for all you advice wayne
call DNO on emergency number

isolators are usually fitted by meter co. service head etc would be replaced by DNO

As said YES One of the cables is coming from the Supply Main in the street the other one is going to next door

As u see the Earth is picked up from the lead sheath of the incoming cable and stapped over to the other one going to next door then it loops up into the connection Unit for this propertys MET.

So if you disconnected the linking earth wire it would break the earth path for next door, if it happened to be carrying fault current then you could get a shock.

Thats a problem with TN-S full stop. There was talk about some DNO loosing their Earth continuity for a large area and it went unnoticed for some time and then they started converting installations to TN-C-S.
