Instead of a seprate pull cord switch to turn the fan on & off, can I put a 2 gang 2way switch in so that one switches the lights and the other switches the fan. Providing the wiring for the fan is RCD protected?

Yes, I do that often, certainly in my own house. Avoids the noise of the fan when you just go to the loo in the night.
But NEVER in a rented property. The tenants would never turn the fan on, and would then complain about mould.
