you use a 3 phase RCD when you have something 3 phase that needs RCD protection... i have used them a few times

On a three phase circuit such as a TP or TPN socket

If its TT you will need a RCD even on three phase.

Not used very often.

In a commercial installation, they would not be required, as the installation would be under the control of a skilled/instructed person.
