Traffic lights not in use... or are they

there is a traffic light controlled round about which has loads of red lights not working (although there are 6 in total, so hard to miss),

the solution?

put up 2 of these signs

so, since the signs mean 'traffic signal not in use', it means you can legally pass through it. but you can guarantee that there is no sign on the other approach saying give way, meaning a crash could be likely if you do obey the sign

wonder who came up with this idea

EDIT: lookin at the pic, it appears the dead lamps have been recently fixed

They put their signs up (for example on the M40) saying highways maintained by blah blah on 0845 xxx xxxx. I always feel like calling them to ask if they can build/maintain a highway for me as it looks just like a pikeys board they put outside a house after putting a thin layer of black stuff down on the drive.
