    There is a "3 part" EIC where there's a separate signatory for design, construction, and I&T. So without bending any rules whatsoever, you can finish the job and sign the I&T section, and give it to the builder to get the original sparks to sign the design and construction section...

    The bulbs are multi pack ones and are relatively cheap, but they are the same ones as the rest of the house that are working fine. I have not carried out the tests yet as it seemed a relatively easy task, in hindsight alarm bells should have rung when there was more than 1 with the fault.
