    Its not uncommon to find older properties with shared service supplies coming in, (including water pipe). Is the actual power looped in/out as well? Why do you think a tenant would start messing with the incoming electrical wiring?  I doubt that the neighbour has an independent incoming supply...

    Fault find domestic lighting circuit

    Standard 'dead' circuit tests as described in BS7671 wiring regulations. i.e. continuity of conductors, polarity, insulation resistance tests, and/or splitting circuit down into smaller sections to prove/disprove where the fault/faults lie. leave it unresolved and it could start a fire IMHO...

    RCD keeps tripping for no apparent reason.

    Quite probably just a faulty appliance connected to one of the circuits that the RCD also protects. If the RCD supplies more than one circuit then a fault cannot be isolated by simply turning one of the MCB's off. As all of the neutral and earths are still connected together at the fuse box...
