I used to find these plugs in theatre control rooms. Probably to stop domestic staff from using the sockets for cleaning etc and unplugging important control gear.

All the cables need to be pulled through the ceiling and connected to the new light rose. There is probably a neutral connector in there as well. I suspect one of the cables has become loose. All wires should be accessible.

The fact that the garage RCD is not tripping is a concern. It would be worth doing a ramp test on it and check the earth from garage to outside board.

The earth cable could be clipped around architraves and skirting (won’t look pretty) better than trunking It’s bigger than 4mm so doesn’t need mechanical protection.

If you have an RCD circuit feeding the outside consumer unit, it may continue tripping that. The question is, is the feed from a MCB or RCD?

They do work with LED lamps but they have to be a dimmable version.
