No isolation except  the supply circuit breaker for  external  A/C units, no manufacturers instructions . Is this always a C2  It is in my eyes but checking before i   complete a report, that anyone may have a reason its a C3

A part like that would not be the suppliers. If you press the black square in the middle and hold it in, it mimics the contactor being 'switched on'. However please be very wary of the dangerous voltages in that box

Exa Exactly. Best pics i could get from the ground. I wanted to avoid 2 visits &  it looks to me the air con was fitted after so if ladders are rested on the ac it   will push it back. Makes this  an expensive job to get a cherry picker in

As far as i am aware, yes you can & without having to put up warning notices. Its different if its a commercial property. 

No. I follow a security  group that has tried this with all the manufacturers. Vivaro's, Traffic etc, 6mm hole below the handle and they click the lock mech direct. The Transits are worse, pair of grips on the drivers lock barrel, 2 twists and it unlocks all the doors in less than 10 seconds...

As Doc said its all down to what was agreed on paper before the job started. On many of these jobs there is a large steel inside the brick  pillar  so you would not drill through. 

I cant see a problem, its local isolation. If the fuse blew then there is a local fault up there that needs looking at.
