110v transformer circuits

I have an interesting one regarding a 110v transformer. It’s a 3Kva 230v - 110v centre tapped transformer. This circuit is supplied by a 16Amp type B transformer that feeds a trace heating panel. This breaker intermittently trips the breaker on start up. My thoughts were due to inrush but investigated to make sure the wiring from the CU to the transformer were all good in which it was all >999Meg. And drawing 3 and a bit amps on live but on neutral it was abit lower so I checked the earth with my clamp meter it was reading 0.08amps so I turned all the load side breakers off in the panel and it still read 0.08 amps but this current wasnt showing on the earth feeding the panel so it’s almost as if the earth is circulating round one of the earths in the panel. Does anyone have an explanation for this as I’m intrigued?
