Transformer inrush current

Is there a way you can calculate inrush current in a transformer I’ve got a 230-110v 3Kva transformer that’s I think has been installed on a breaker that is too small (16amp type c)
 
I believe you can apply a rule of thumb calc. Multiply the rated current by 80%. (current x 0.8). Add that result to the nominal current to allow for in rush.
