19meg on new circuit

hmmmm, tested a socket circuit on a rewire I'm doing and got 19meg on live earth and not much more on neutral earth, live neutral was about the same.

It was a rush and the back boxes were slightly wet when put back and the plaster wasn't fully dry. Is it probably just tracking through a bit of water? Gonna go back tomorrow and re-test.

most likely dampness from plaster. readings will most likely improve as plaster dries

I would be inclined to do this as well..

could also be a squashed damaged bit of cable somewhere.

Shouldn't all accessories be in place prior to conducting an insulation resistance test?

They should but the plaster should also be dry. Lifting the accessories confirms it is a bit of damp plaster causing the low IR results, or that that is the most likely reason.

One of those things they won;t teach you in college.
