When fixing tray or basket i prefer the single fixing brackets that are like a giant G clamp..saves all that threading through malarky, just hoick it on from one side then tie it down, sport

Twin & skin is a new one on me .

You should be able to fix to the hollow blocks by finding the solid edges to drill & fix or go for the centres with some toggle bolts ,say 3 per unistrut , the load will be spread throughout the run .
