Was there a time when a 2.5mm radial was limited to 16A and a 4mm radial to 20A as standard?

Typically I think of 2.5 radial as 20A and 4.0mm as 32A. Assuming no grouping or installation method factors.

 
Only by type of protective devices probably 15 amp rewireables and 30 amp rewireables. But really ring mains have been used more for donkeys years.

 
Not Exactly So, ......Hong Kong, Malaysia, India, Pakistan, SriLanka, Cyprus, Gibraltar, Malta, Saudi Arabia (on Prestige projects) in fact most of the Gulf countries on the bigger projects, Bahrain probably more than others.. Quite a few other countries too!!

 
Well, when you think about it, there aren't ''that'' many countries that Haven't been under British rule at one time or another!! haha!!!

Does that matter?? ...There not now, and in most cases haven't been for a good number of years.... What it does mean is, that British electrical equipment, accessories and the like, are still being sold to these countries. And the UK needs all the exports markets it can muster right now!!...

Oh, ....and i forgot to mention Ireland!! lol!!!

Once apon a time a 3/029 radial ( = 1.5mm) was acceptable with 15 Amp CLOSE protection i.e. Cartridge fuse NOT rewirable.
