220V ALL CABLES SAME COLOR NO POWER

Where I live it's 220v
All cables for sockets are the same color
No earth
All cables for light switches are also same color (same as uk)
I have no sockets or light switches just cables in the walls
I have the consumer unit with fuses but no power (not connected to the grid yet)
Question :- I need to be able to trace the cables from sockets/light switches to the cables in the consumer unit

Would I need a
STUD FINDER
or
TONE TRACER

Tone tracer, and make sure the ends are open and not shorted out
