NO it doesnt, thats a stoopid statement to come out with, it leaks current across N & E so as not to trip the RCD.This error you are getting is caused by noise flowing in the cables, One way around it is to do a PFC test as long as an RCD isn't fitted, but instead of connecting the Neutral lead to the Neutral, connect it to the CPC. You must be aware that if you do not have a good Earth return path you could create a potential on the CPC, and it also does the test at 15 Amps. By pressing the rocker buttons when you get the error code will give you a reading but it is not very accurate, but as long as the reading is low you should be OK. All the Neutral lead does while doing a Z reading is monitor the Volts flowing down the CPC and when it rises above 50 Volt it terminates the test, this is the only fault I have with the Fluke meter because it does Evey Z test as though there is an RCD fitted and takes a while to do the test, this maximum Voltage can be set at either 50 or 25 Volts.
