When i was decorating a house about 6 months ago i undone a switch to paper behind it and it had a wooden backbox and it was wired with flex. I think I heard that it was allowed/done like that years ago (1970 roughly)?

Is that ok?

Artic cable is normally used as extension leads.

Blue is normally for 230v and Yellow for 110v it can be used down to -20c

 
you can use any cable for anything as long it meets minimum specifications, you could wire your entire house in SWA or flex if you liked.

 
it would be fine I suppose to use twin and earth, as long as you isolated the earth at the moon end and made sure it couldnt come into contact with moon in anyway whatsoever.

the potential difference between earth and moon would be much greater than earth and true earth mass and I very much doubt the CPC would carry the fault current.

I think a TM system would be required in this situation, perhaps with the addition of an additional satellite spike if required to get the necessary MLI reading to an acceptable level,

remember though that the MNCS is still not an acceptable system for the garage.
