Borrowed Neutral / Board Change

isolate circuit A. turn on all lights on circuit B and note what is on and what isnt. isolate board and remove neutral from DB for circuit A. power back on. if this neutral is now live, or a light on circuit B doesnt work, then borrowed neutral.

if alls good, do opposite

i never check any of thise before a CU change

 
Just an idea, but couldn't you not disconnect each of the neutrals at the CU, then check for continuity between up and down neutrals?

This may be off help, but I always check the 2 ways visually and if you see single cable connections at both switches (instead of two cables from one), probably crossed neutrals,

Sometimes see a loop circuit if its a double switch with 2 way etc.

Also find that one of the lights (usually upstairs hallway etc) will work of the downstairs radial.
