if he disconnected the ECU it may be that it needs plugged into diagnostics to tell it to turn on again.

Problem solved! There was a connector trapped under the air filter which came from an auxillary fuse box in the engine. Found an old drawing which labeled all the connectors at the main fuse relay board. Had no power there so chased it back to two brown cables thought the engine bay and when I gave it a tug to see where they went and it came loose!

Peugeot 205 GTI you don't see many off them around these days maybe the government scrapage scheme has a bit to do with that. They were quite a nice motor. Glad its sorted.
