A customer i've been to see today wants his consumer unit and meter moving from the basement to the ground floor, around 40ft away. Can the meter tails be run through the floor joists? Or do they have to be accessible / visible?

 
The DNO will have to move the meter as it belongs to them and the customer will be charged for this. It could cost several hundred pounds to do this. Then you can fit the consumers unit.. ;)

Just had a quote from UK Power Networks (Formally EDF area) to resite supply cable from internal Service position to External Meter box directly back to back

 
I would wait until the customer knows the costs for moving the meter before you waste too much time pricing some work that may not happen due to the other limiting costs mentioned in the previous posts. When you know if the meter is actually going to move, you can then decide how you tails will run.

You could also discuss the possibility of leaving the meter where it is, and just moving the CU. that would be a LOT cheaper, You just run a submain to the new CU in SWA or split concentric.
