ok, so a really weird one here,

if I buy a property with a fortnightly bin collection,

and I pay my council tax, which is partly for my bin collection [i think]

now, Im thinking that by paying my council tax I have entered into a contract with the council to empty my bin every fortnight,

or am I wrong?

 
Specs  , I see your point that the council collect refuse "free of charge "  but ....... where do they get the money from to buy all the trucks , run the refuse dump and pay all the wages if its not from the council tax.

But I was trying to look at it from Steps question...

"is there actually a CONTRACT with the council to collect the rubbish"....

they may claim that there is not as they provide a free service!!!

e.g. 

could a customer of yours take legal proceeding against you for replacing a light switch free of charge?????

Is there a CONTRACT if work is done at no charge??

even though the cost of the switch may have been recouped though other work over a period of time!

 
Ah  Like when you hear of a company being purchased for £1  I suppose .  If given away , It becomes successful and original owner returns to claim it back .   

Or that other term ...a "Peppercorn rent" ..it establishes a contract between the parties.

You pay your council tax because you have to, to pay for council services.

Bin collection is one of those services.

But there's no written contract.  You would no more get any satisfaction by arguing that there is a contract for a weekly collection, than you would if they decide to close your local library. There is no specific contract for that either.

 
Actually, contrary to expectations I found 2 weekly bin collections okay.

We used to have a weekly collection for everything with no recycling. Our bin was pretty well full each week.

Now it's recyling one week and normal rubbish the next. 

It does work out that pretty well 50% (by volume) of our rubbish is recyclable so there's no space issue, each bin is comfortably full by the end of it's fortnight but never over full.

I guess our cooler climate means we don't have a honking bin or fly problem.

 
We've been on fortnightly collections for ages and it isn't usually a problem for us, there are only 3 of us though.

However larger families can request oversize bins from the council if they need them

we have a weekly rotation of recycling & landfill waste...............the bins are minging in summer & we pay extra to have each cleaned once a month
