Do standard accessories have an IP rating??

British Standards would apply in this case. With a socket it applies to things like shutters , sleeved pins on plug tops, the distance of the pins from the edge to prevent a child's fingers touching them while live etc . If there is an IP rating it would be low .

 
Same as anything else I'd imagine..

IP2X for the top surface and IP4X for all other surfaces (once installed IAW instructions)

yea, IP2X and IP4X, one means you cant get a finger into touch a live part and the other means you cant get a pice of 1mm cable into touch a live part. So going by what NOZ said IP2X would be the finger and IP4X being a pice of cable.
