As your comments indicate, they are not a true safety report.

Then do a simple functional report, perhaps with a few tests (Ze, Zs) and make a few observations about the state of the wiring.

It's just for a let flat so that the owners can get an idea of the general condition that it is currently in so they can look at getting the tennants to fixing what they have broke..

It had a PIR 2 or 3 years ago when they moved in.
