Downlighters a fire hazard??

A friend was moving through a roofspace when he stood on the chipoboard floor & nearly fell through it, further investigation revealed the chipboard was charcoal... There had been a water leak dampening the board, heat from a downlighter had dried the board and it was slowly shouldering away to itself.

Ironically there was no fire alarm in the property (a large hotel) as he was installing a new system when this happened!

So what's the solution?

Fitting fire guards behind them?

Is it just a case of never allowing insulation to be put over them or are there other things that can be done to make them safe?

Any advice would be appreciated.
